Abstract


Since January 1,2006, agricultural tax had left the stage of Chinese History. Tax Reform to the township government brings new opportunities and challenges. At the same time, changes in the functions provide the new opportunities and the significance to township government. Township government is in the most basic level of the Chinese system of government, and it is the organizer of rural economic construction and social development. It is important to change functions of township governments in a reasonable position positively for the further development of institutional reform of the township government. On the other hand, agricultural development and new rural construction, economic prosperity, political stability and social harmony need the change of township governments functions. So, it is necessary to research the change of township government functions after the Tax Reform.The paper first explained the functions of township government reform process of China’s reform and opening up for three decades. Through the development of rural characteristics and developing trend analysis of the transformation of government functions, we can see that the functions of township government with political and economic changes be in the process of constant change. Tax Reform for the township government functions put forward new requirements. Through the difficulties of township-depth research of the transformation of government functions, we come to the township government functions troubled deep-seated reasons. The township government functions were into the mess because of a variety of factors. Then, through the analysis of the status of township government functions, we can see that the functions of township government after the tax reform be into a series of difficulties, including theoretical difficulties, financial difficulties, institutional difficulties.Finally, the paper said, in order to speed up the tax reform changes in the functions of township government, we must take a series of effective measures. In theory, strengthening research to provide theoretical support for the transformation of government functions after tax reform for the township. At the financial level, accelerating rural economic development, innovation and taxation system, to provide the material basis for transformation of government functions after tax reform for the township.At last, we can achieve a smooth transition of government functions after tax reform for the township. At the institutional level, we can orientate function of township government reasonably, reform township management system, provide an institutional guarantee for the transformation of government functions after tax reform for the township.
