Abstract


Since 2008, coal prices continued, unilateral increases, while the state-controlled electricity is difficult to digest the pressure of rising coal prices, resulting in large losses of thermal power enterprises. This paper studies the thermal power business situation and the plight of the long-term consequences to Zhangze power plant, for example, application of breakeven analysis to analyze the reason for the loss. The article points out, you can not start from a single factor in solving the problem of losses Zhangze power plants, we must focus on raising electricity tariffs, lower coal prices, lower coal consumption, increase power many aspects of internal and external work side has reduced losses and loss control may reach up deficits. For operating difficulties, this paper proposes measures from both internal and external. Internal measures include: strengthening corporate fuel management, improve coal-fired integrated economy, using the cost model and the establishment of a comprehensive fuel management model. External measures rely mainly on state and local government policy support, including: through the implementation of the regional coal price linkage narrowing price gap with the surrounding neighboring provinces to carry out tariff policy research work, three areas nationwide coal linkage means price increases; using the macro control means regulate the coal market; financial subsidy policy causing serious losses because of power enterprises. Measures which the internal co-ordinate a comprehensive cost model calculated the cost of coal and coal caused by changes in the costs of the additional, consider not only the cost of coal, and coal needed to calculate the cost after the change of atmospheric pollution, sewage costs, ash handling costs and maintenance costs and other additional costs. Through a comprehensive cost model, the most economical coal power plant can be obtained. This paper presents a comprehensive fuel management model based on the cost model development, including three sub-models: \\foundation. The use of these models for the refinement of the fuel thermal power enterprises provide the basis for management decisions, improve enterprise management level of the fuel in order to meet the current coal market and achieve reduced losses and loss control provides a practical ways and means.
