Abstract


Electricity market reform to the safety and reliability of the power system had a significant impact , this paper summarizes the context of this study, the commonly used techniques and integrated management measures , and from the tariff policy and risk control strategies put forward two new countermeasures. In the analysis of power system security and reliability challenges , based on summed up the technical control measures currently used and integrated management improvement measures , pointing out that the price of electricity guide is the most direct and effective way . Electricity power system security in the study model of the process, this paper first defines the safety and operation of electricity meaning of spare capacity , classification and other basic theory , put forward on the basis of operating reserve requirements based power system security pricing model, the energy and spare capacity while optimizing the gradual integration of the economic dispatch model deduced from the operating reserve demand safety tariff duration curve , and then from the general simplicity of the model was extended to the regional model , respectively, in order to validate the model example in the form of viable sex . Taking into account the security and stability of the electricity market risks, this paper proposes four categories of risk control strategy , which is based on the user power loss , based on financial instruments , based on the price ladder and Interruptible Load Based on the risk control strategy, which , based on the user power loss risk control strategy is a quantitative risk and reliability, attention to user requirements approach. Through a multi -level, multi-angle on the safety and reliability of the power system , this paper how the electricity market reform in the context of protection of safe and reliable operation of power systems , power industry and to promote the reform of the electricity market has a strong and healthy development theoretical and practical significance.
