Abstract


Social Security Medicare as one of the most critical part of the direct impact on the vital interests of every citizen . Different countries, due to social systems, economic development levels and cultural traditions and other differences , they decided in Medicare 's policy on this issue will have their own characteristics . The United States as the world's most economically developed countries , it is also the only Western countries did not create a universal national health insurance , there must be behind all aspects of deep-seated reasons . This study from the United States to start a medical insurance system , from the system deconstruction and historical analysis perspective , the U.S. health insurance system from the lateral and longitudinal analyzes were carried out to analyze why the delay in the implementation of U.S. national health insurance can not be the reason . Text is divided into five chapters: Chapter Introduction . This chapter begins by asking questions , pointing out the significance of the study ; then introduced on the U.S. health insurance related research ; subsequently introduced the research methods and ideas. The second chapter describes the features of the current U.S. health insurance . This chapter separately from the U.S. commercial health insurance, social health insurance and medical assistance social subjectivity, specific and complementary way , on the composition of the U.S. health insurance for three categories of detailed presentation and interpretation . The third chapter is the United States to implement national health insurance difficult process of elaboration. From a historical perspective of this chapter analyzes the universal health insurance in the United States put forward in previous governments , effort, frustration , and revisit the process of successive governments from the attitude of the medical insurance system and reform will help us explore a U.S. to establish universal health insurance system leads. Chapter IV discusses the United States to establish universal health insurance constraints. This chapter from the current health insurance system that provides more protection of historical and cultural traditions and cultural aspects of the political system to analyze the United States to establish universal health insurance system various constraints , as well as why Obama pass health care reform bill . Chapter draw conclusions of this paper , and pointed out that the existence of the limitations of this article and inadequacies.
