Abstract


Economic system reforms have resulted in a significant adjustment pattern of interests , some enterprises due to increasing pressure and massive layoffs , the city laid off , the number of unemployed persons increasing impoverishment of urban residents increasingly explicit. With the deepening of economic reform , gradually widening the gap between rich and poor , in part because of the economic reform causes damage to the interests of the urban poor residents gradually sprouted out of social resentment . How to effectively ease urban poor residents of the social resentment , maintaining social stability and harmonious development , increasingly , experts and scholars ' attention . Urban minimum living security system is in this case came into being. This article is the analysis of Wuhan urban minimum living security problems , based on based on relevant theory, put forward the corresponding countermeasures and suggestions . The article reviews the implementation of Wuhan urban minimum living security system in the course of fourteen years , based in Wuhan city of love , from the security objects , sources of funding , application procedures and management institutions in Wuhan urban minimum living guarantee the implementation of the status quo analyzed , summarized Wuhan urban minimum living security system regulations in setting financial basis , administrative and legal system construction problems . Then, the hierarchy of needs theory , social exclusion theory and public goods theory as the theoretical guidance for the Wuhan urban minimum living security problems , put forward the corresponding countermeasures and suggestions. As reasonably determine security objects , adjust the security standards , norms household economic survey , the implementation of dynamic management regulations and other scientific settings dibao measures ; reasonable adjustments to undertake all levels of financial ratio , widely diversified mining community resources to build sound financial allocation funding mechanisms institutional measures ; increased staffing and funding grassroots subsidies , the introduction of professional social workers , standardized file management, comprehensive monitoring system to build sound administrative system guaranteeing the measures and improve the social assistance system of laws and regulations . These measures suggest a certain relevance and feasibility , hoping to improve the Wuhan urban minimum living security system services.
