Abstract


As a sunrise industry , IT industry has become swept the world and affect the global significance of high-tech -intensive industries strategic position . In recent years, IT technology standards patent pools and hot theme frequent occurrence , IT industry technical standards under the patent pool also emerged many problems : IT technical standards of the competition , IT patents and technical standards to bring high-priced bundle monopoly , IT patent pool licensing Foreign Foreign exorbitant licensing fees pricing , IT patent pool license but bundled package filled with a large IT junk patents and other defects and problems. These complex issues are to be solved.
