Abstract


China's medical and health system reform along with the reform and opening up 30 years of history gone . In thirty years of reform and development , China's medical and health undertakings made ??some achievements , most of China's growing population health improvement , but the western region \unreasonable \In particular, some remote western region , there are still underdeveloped areas and sexual health resources can be low , the uneven distribution of health resources , health care institutions serving low capacity , the government is significantly lower proportion of health costs and other issues . Firstly, using literature review method commonly used for public hospital performance evaluation methods and theories were reviewed for medical staff in public hospitals abroad Performance Evaluation Research conducted a systematic summary and analysis . Subsequent public hospitals in poor areas in western China medical staff conducted a performance evaluation system analysis to identify the poor western regions of the current public hospital medical staff performance evaluation problems , the new health care reform on the western medical staff in public hospitals in poor areas of performance evaluation described. The Liangshan Yi Autonomous Prefecture as a typical case of the poor western region area , with its public hospital medical staff performance evaluation as a research object, based on two-factor theory, combined with 360-degree performance appraisal theory and the Balanced Scorecard theory constructed clinical medical departments and nursing staff performance evaluation index system . These indicators relevant documents in accordance with national spirit and the new health care reform required to build , on the one hand the volume of business , technology , efficiency , service attitude , and other medical staff performance appraisal content and incentive - health indicators combined with the other combine medical ethics assessment work and patient satisfaction survey results of the evaluation work together for the primary health care sector and all levels of public hospital as soon as possible to provide a reference implementation of performance-based pay system , with high operability.
