Abstract


The United States is the first country to develop countervailing domestic laws in the world , after centuries of development of its countervailing duty law content-rich , comprehensive system . In 1994 the United States in accordance with their obligations entered into in the Uruguay Round SCM their domestic countervailing duty law a major revision , and ultimately introduced the \In the development process of the U.S. countervailing duty law , once formed the traditional non-market economy countries countervailing duty law does not apply , but since China joined the WTO, the U.S. countervailing duty law has undergone significant changes. 2005 due to political and economic factors in the United States and abroad exist , the United States modified its countervailing duty law , the U.S. House of Representatives passed the \Although the bill ultimately did not take effect , but in 2006 for its coated paper imports from China filed a countervailing duty investigation , from changing its countervailing duty law does not apply to traditional non-market economy country , in all walks of life caused widespread controversy , especially in China . September 2010 the U.S. House of Representatives passed the \The core of the bill is to manipulate the exchange rate as a prohibited export subsidy , which made the country's exports of currency manipulation to the applicable requirements of the U.S. countervailing duty law to goods , impose countervailing duties. And the bill , the Chinese were included in the directory in which a currency manipulator . This paper is divided into five parts : Introduction introduces the topics of the background and purpose of this study as well as some related points out the framework of this study, methods and significance . The first chapter describes in detail the evolution of the U.S. countervailing duty law , and the characteristics of the U.S. countervailing duty law to make induction. The second chapter describes domestic calls to modify the U.S. countervailing duty law , and economic , legal, political point of view of the three voices of the reasons for this . The third chapter focused on analyzing the 2005 modification in the U.S. House of Representatives authorized by the U.S. Commerce Department to apply countervailing duty law to non-market economy country from imported products, \effects were discussed, and pointed out the policy of the Chinese response . The fourth chapter analyzes focused on undervalued exchange rate aimed at China, regarded as a prohibited export subsidy \potential impact , which made the Chinese coping strategies.
