Abstract


Scientific and reasonable trial level system is conducive to individual justice , safeguard rights of the parties , is conducive to the uniform application of the law , safeguard judicial authority and social order. Currently, the advanced countries and regions in building the rule of law trial level regime mostly from civil and conducive to achieving the purpose of the civil trial level system starting , the implementation of three tiered system , we can say , three tiered system will stand the test of practice , an effective system of trial level . Three tiered System trial level basic structural pattern design and its inherent function of the trial -level courts are the interface between the scientific. In this article, the author sought by the world's major three tiered system of national and regional comparative analysis of trial level system , summed up three tiered system of general characteristics , but also its construction in our country made ??a number of specific recommendations . China's current two- tiered system has many shortcomings , has been seriously suited to the needs of social reality . I suggest our country according to the reality of the current two- tiered system reform , the implementation of three tiered system of trial level .
