Abstract


Urban water supply industry is a living and industrial production indispensable resource-based industries , for the country's economic development has a crucial role . Accelerated urbanization process , and promote the continuous development of China's water industry , but as the situation continued monetary tightening , clean up local government financing platforms , as well as the size of financial institutions, credit funds shortage , the original sources of financing have been unable to meet the water supply enterprise funding needs , the study is more suitable for the water supply industry characteristics to explore new financing models have both theoretical significance of the actual value . In this paper, theoretical analysis and practical case two aspects, the first analysis of the economic characteristics of urban water supply industry and finance lease business characteristics , then Z City Water Company 's operating management and the financial characteristics of the background research , I learned that the company the next few years there is massive demand for funds , however, have the water supply industry because of the prevalence of low investment returns , weak profitability and solvency problems , resulting in alternative financing channels are very limited. Then from the theoretical analysis of the finance leasing business and urban water supply industry meeting point , the company designed a finance lease scheme, namely to operate by way of sale-leaseback financing , a larger proportion of the company's assets to finance lease water supply network not only an inventory of assets , optimize the financial structure , to avoid inflation , but also flexible funding arrangements plan to reduce income tax burden , and the way this program with an empirical comparison of bank loans , finance leases clarify the applicability of the water supply companies as well as the benefits of water supply enterprises . Finally, the paper further describes the water supply enterprises for financing and leasing business operating procedures, business practices for the water companies to provide guidance .
