Abstract


Water is the lifeblood of all things on the earth, moistening everything, nourishing all the lives, and creating civilization. Water has great significance to the development of human society and progress, and it is also important to ecological environment.It is related to people’s lives and health, long-term stability of our country ,even to human’s survival and development. Nowadays, as the growth of population and the economical development of our country, Water Resources in China are still having a lot of waste. Furthermore, a few serious pollution incidents occur in recent years, preventing people’s normal life and disserving people’s health, so water protection and pollution control have become a widespread concern. We should follow scientific outlook of the CPC 17th National Congress, coordinating the sustainable development of water resources and the sustainable economic development. Make economy, energy and environment harmonize development. In order to protect water and prevent water pollution, meeting the needs of sustainable development, the article is on the basis of summarizing the status of water pollution control in China, investigating the innovation and defect of the legislation. Also there are some problems in the implementation, and we should propose some solutions to this problem.Paper is divided into four chapters, as follows:The first chapter introduces the current status of water pollution control. With the growth of population and the development of industrialization, urbanization continues to increase, coupled with the existing management oversight and inadequate, in recent years, a series of major water pollution incidents happen. Even more worrying is that our water environment still continuing to suffer from water pollution violations. This violation comes from industrial waste water, sanitary sewage, agricultural pollution, hospital sewage. Water pollution not only effects industrial production, increases corrosion of the equipment, effects productions’quality, and also makes production not go on. It also affects people’s normal life, destroys ecological environment, endangers people’s health.The second chapter describes the status of water pollution legislation. In order to protect the water environment and prevent water pollution effectively, our country has made Water Pollution Control Act in 1984.However, with social progress and improved living standards, to adapt to social environment, the Act is made of two modifications, and the recent one is finished in 2008. The law made some major breakthroughs, for example, specifying emission administrative permission system and government’s responsibility in preventing water pollution, severely punishing those who violate the law and discipline. But there are still some unsatisfactory places, for example, the goal legislation is a little low, not realizing the breakthrough of water legislation system, not changing the traditional management system of water pollution prevention.The third chapter describes the implementation of the Water Pollution Control Act and the problems with it. As the defective judicial supervision and serious local protection, making some problems occur during implement. For example, part of the local government emphasizes on economic development, lightens environment; people has weak legal awareness in water pollution; there is not too many means to enforce the law.The fourth chapter describes some ways of water pollution control. Setting about the decision of the water pollution laws and regulations related to the formulation of relevant policies institution-building, improving enforcement and increasing the responsibility of the persons in areas such as improvements to relevant person and companies. Set up the valley integrative management as the center of management system. Set up environment political law. Build valley ecological compensatory mechanism and strengthen infrastructure construction.
