Abstract


Report of the Seventeenth Party Congress made clear that service-oriented government is our government’s reform and development goals. Building a service-oriented government, the need to improve awareness of government services and remove all the traditional shortcomings of the government bureaucracy. Bureaucratic system of government as the reverse byword - entrepreneurial government theory is based on "customer" service as the cornerstone of enterprise management and competition into government reform and construction, within a certain range to allow social organizations and enterprises to enter the provision of public services areas. This approach achieved good results in Western countries, on the Government Reform has reference, needs further exploration and research. Can our country under the guidance of Sinicization of Marxism, the use of entrepreneurial government theory, that our government re-energize and improve the government’s public service quality, expand multi-channel communication platform for government and the people, follow the example of enterprise management, innovation and government work processes, improve government efficiency, building a service-oriented government in China has an important inspiration.This paper attempts to use the Marxist theory of government and enterprise management and related theories, by drawing on Western-entrepreneurial government building successful business experience, combined with our reality, of how to use entrepreneurial government management model to replace the traditional management mode of the government bureaucracy , so that entrepreneurial government concept approach with China’s socialist market economy and democratic politics to adapt, to promote the service of efforts of government construction suggestions.Article is divided into five parts. The first part is the concept of entrepreneurial government management and interpretation of the theoretical basis to explain the Origins of entrepreneurial government; second part describes the entrepreneurial government management and the importance of the characteristics, indicating that the introduction of entrepreneurial government management theory the importance of reform of our government; the third part of the government management of the problems and causes; IV Western entrepreneurial government management experience in reference to the United Kingdom, the United States and New Zealand representatives of business-oriented government reform, focus on Entrepreneurial Government Reform to live in common, summed up their experience in reform; last part is the focus of this article summarized the development of China’s current trends in government management, the introduction of advanced management theory to reform our government into, and made for the specific characteristics of our business-oriented government Construction of service on the Government’s strategy, in order to solve the problems of the Government .
