Abstract


As China's Twelfth Five-Year Plan released , focusing on strengthening the people's livelihood has made a series of deployment , all levels of government for our country overall construction and quality of work put forward higher requirements , the level of executive power of government also have a more high standards. With the destruction of the natural environment and the world was produced during the rapid development of the negative effects and other factors, in recent years, a variety of natural or human-caused sudden public crisis events occur frequently, the socio-economic losses and casualties not very serious , but also for the improvement of people's livelihood issues and solutions posed a grave threat to our country which is also exposed in public crisis management, response and governance process, the government executive power there are still many shortcomings and can be improved to enhance the local . Public crisis has its special burst , timeliness and harm , the level of government executive power after the crisis directly affects the loss or injury are able to get timely and effective suppression and rescue. In this paper, Chongqing taxi transport strike as an example, because the government effective and timely communication with the taxi drivers' representatives , and fully aware of the incident where the principal contradiction , and actively negotiate with the taxi company mediation , the final event in a short period of time to solve , thus avoiding the situation further enlargement , reducing unnecessary losses and has the potential to bring more social traffic inconvenience ; executed if the government is not strong , causing a chain reaction of events , then the consequences would be disastrous. Various forms of public crisis , does not mean you can handle a foolproof respond to all crisis , not to mention the various regions and levels of government in responding to crises on various public execution gap significantly , the place also needs to be upgraded lot . This paper attempts to public crisis management perspective , Chongqing taxi strike op incident as a case of our government in public crisis management work the effect of the government executive power and the status quo play , and found our government 's executive power inadequacies and scholars at home and abroad on the basis of the results presented to improve and perfect the proposals and measures .
