Abstract


Since 1992, the expansion of the UN Security Council has not been progress. Expanding the reasons for the failure of the UN Security Council, the mainstream view, there are three: 1, the competition of power, power and conflict of interest between the various countries and groups of countries, the expansion of the UN Security Council can not reach a consensus; 2, the principle of the dispute, representation and the effectiveness of the division, so that the expansion of the Security Council lost direction; 3, the program of the storm (Charter 108), the United Nations is too closed, lack of openness. This paper argues that these three views is not sufficient to fully explain the plight of the enlargement of the Security Council, seeking to analyze the plight of the enlargement of the Security Council of the United Nations from the perspective of relative gains.
