Abstract


Performance of a country's scientific capacity available to the public for national science products and services to the overall strength , science inclusive, including creation science , science education system , science communication channels , network science work , science popularization personnel development and government management. Science popularization resources as the foundation and core of science is to enhance the ability of important factors. With the increasing development of the cause of science , science type and amount of resources is also growing , especially with the promotion of civic scientific literacy , and scientific concept of development of the whole society to establish and practice of citizen science requirements are also improving day by day , in this situation, how to make full use of the existing scientific resources , and tap the potential of popular science resources, build science resources sharing platform to promote science resource sharing mechanism to coordinate work to improve the efficiency of resource use science to make science truly public resources enjoy , has become China's current and even future periods urgent problem . This study was designed to comb through including resources, science resources and science resources sharing concept , background and significance , scientific analysis of the basic elements of resource sharing , based on the integration of the various elements forming science resource system , running on various systems research condition . Through comparative studies and theoretical study on the sharing of resources in recent years, Chinese science has made great progress in the work and the existing sharing a single channel , sharing is not ideal , as well as sharing mechanism failure and other problems based on different types of building science resources Sharing Strategy , specifically including sound government-led social participation combined with multi-input mechanism , build alliances sharing coordination and management mechanism, improve vertical and horizontal two-way communication mechanism , the implementation of equity incentive hierarchical classification system used binding mechanism , the implementation of benefit-sharing and cost sharing combined competition reciprocity mechanism , as well as improve the performance appraisal and evaluation of the combination of shared regulatory oversight mechanisms , thereby enhancing the effect of science resources sharing .
