Abstract


With the \the right to information and be able to improve our scientific forestry macro decision-making services to further improve the management of forest resources, the level of modernization . Prior to the construction of forest rights research management information system is weak due to the presence of data management functions , data organization design is not reasonable ; using stand-alone structure , can not achieve data sharing ; system compatibility is poor ; graphics editing features absent or imperfect , has been unable to meet the information forest rights under the new situation the information management needs. In this paper, the existing forest warrants problems of information management systems , combining forest warrants registered certification content and workflow, and forestry authorities guidance for system requirements analysis , according to the database ,. NET framework and the C # language , GIS information technology development of the information management of forest warrants were studied, designed and implemented based on MS SQL Server2005, Microsoft Visual Studio C #, ArcGIS Engine development has an outer boundary settlement figure ( between units , parcel room ) printing , field exploration border data ( tables, graphs ) regulate entry, application forms and publicity text ( table ) print, forest warrants and print drawings , forest warrants information database query and statistical functions of forest ownership management information system to solve the current forest right information data management problems , to achieve the spatial location of woodland and attribute data corresponding to each other , easy access for the reform of collective forest right system reform and supporting services late transfer of forest ownership to provide services.
