Abstract


Comprehensive management of water pollution has become hotspots and cross disciplinary research direction. From the water pollution problem \The first to use the input-output model to study the relationship between China's industrial sector production and increase the value of its wastewater emissions, wastewater discharge coefficient calculated, direct wastewater discharge coefficient of the industrial sector and complete wastewater discharge coefficient calculated and the reasons for the changes of two wastewater discharge coefficient analysis, governance measures should be taken by the Government of the industrial sector is given based on the effect of different wastewater treatment, and wastewater discharge governance and comprehensive consideration of the industrial structure, management level and scale of production factors considered only to improve wastewater treatment technology is not comprehensive enough. The plight of the common investment of China's urban sewage treatment projects in place and operational ineffective, the paper argues that this is because such projects exist dislocation of investment income, the coexistence of diversity and multiple operating mechanism of the associated main project profit volatility and risk and other special cause. Summarized the then existing common investment and financing and operational mode can operate coefficient sewage treatment projects; principal component analysis, combined with the facilities utilization, sewage disposal rate and market index were the establishment of an integrated model of regional sewage deal with the development of coping strategies to select judgment and analysis of the results of China's provinces and autonomous regions are divided into five types. The article suggests the government should improve the the pipe network coverage, improving the sewage collection system, develop a reasonable fee policy, the establishment of a scientific and reasonable investment platform, as well as improve the regulatory mechanism, and to accelerate the marketization of the sewage treatment project, the process of privatization. Finally, through the analysis of the status of the sewage treatment industry, it is assumed that in the case of free competition and the presence of the pipeline costs, pricing strategy and in private company under the BOT model construction and operation of a sewage treatment plant construction investment decisions. Established through the analysis of the game between the private companies and dischargers, the decision model and invest in the construction of sewage treatment cost pricing model of decision-making, and draw some valuable conclusions, to provide a reference for the decisions of private companies, the government sewage treatment BOT project management is also guiding role.
