Abstract


PPGIS (Public Participation Geographic Information Systems) in conventional GIS has been criticized on the basis of a geographic information system with social features, which combines the features of geographic information systems and public participation, since the produce from the 1990s has been widely used in many disciplines, but itself there are many problems yet to be developed solution. Among them, the field of environmental planning PPGIS application focus. On the present situation of our country, the development of China's environmental planning has been the lack of effective laws and regulations for protection application PPGIS actual role is not obvious. But on the other hand, due to the importance of planning EIA policy, making the actual meaning and operability in the the EIA planning application and development of PPGIS, while the current research in this area is still relatively empty. In view of this, the article will apply PPGIS means of planning EIA public participation in being analyzed a set of network-based planning public participation in the EIA process, a detailed analysis of the respective roles of the planning staff and the public side, the EIA process , as well as to support a public participation process required in this process is complete. Nantong Economic and Technological Development Zone, and by means of example, required for public participation in the Nantong Economic Development Zone Plan Environmental Impact Assessment, design based the PPGIS planning EIA public participation system, and the interface and process applications show. In summary, this paper analyzes the PPGIS course of development, especially in the application of public participation in environment-related fields, and on this basis to explore the process of public participation in the planning EIA PPGIS technology tools in The specific application of this process, the means for public participation in planning EIA innovation and PPGIS application in the field of planning EIA useful exploration, this design study will be provided for the latecomers to provide research ideas. But on the other hand, because of my knowledge reserves the PPGIS itself is a development disciplines, papers, there are some places need to be improved, especially the PPGIS used in planning the EIA, how to make this means in which play a greater role in the information released to the public at the same time, also effective from the public to collect the required information on the need for further research and practice. Overall, the current planning public participation in the EIA way to innovate and actively make use of a variety of new technical means, play to their respective strengths to make the planning EIA public participation is more scientific and effective, is worthy of consideration in our planning EIA study direction.
