Abstract


Municipal solid waste is a product of the economic life of the city residents , along with the substantial increase of the urban population growth and people 's material life in the amount of municipal solid waste has been showing a growing trend . Currently , the growing municipal solid waste have contaminated the living environment of people , even a serious impact on people 's quality of life , leading to a deterioration of people 's health status , its governance is imperative . The governance of the city garbage properly , not only to improve the urban living environment , improve the health status of people , but also many city garbage into resources available to ease the strain on the resources of our country 's situation , and thus in a certain extent . Processing municipal solid waste can be used in different ways and means by which economic instruments are an important means of governance . The so-called economic means in accordance with the law of value , implemented by the Government to promote the use of economic levers such as prices, taxes , credit , fees , adjustments or affect the liability to self-generated pollution behavior constraints , or take the beneficial environmental behavior measures. Processing of municipal solid waste has the nature of public service activities , however , in the context of the market economy , economic means will become an important means of imperative . Because the garbage put into the garbage governance action to the practical interests to guide individuals, businesses , and residents of the economic levers to regulate behavior is more practical , moral conscious and forced government has in this area alone not sufficient to fully respond to the increasingly besieged city garbage . Study and discussion of current conditions and the state of governance MSW , and focus on the analysis of the economic means , combined with the actual situation in China on the basis of experience in urban governance and learn from some of the advanced countries , in line with our economic means of urban garbage treatment condition , China 's urban garbage treatment to the enterprise , market-oriented industrialization efforts .
