Abstract

Global climate change caused by the greenhouse effect of the global economic and ecological security threat prompted countries in transition to a low-carbon emissions, low energy consumption of resources, low pollution and economic development model. The low-carbon economy is essentially to promote the mitigation of greenhouse occurrence of sustained economic development, in order to achieve a mutually balanced and coordinated development of the state in economic development and environmental and social benefits. At the same time to promote the development of low-carbon economy, low-carbon economy must be strengthened legislation, to suppress the negative effects of market failures and negative externalities brought about by the development of a low-carbon economy.
