Abstract

Land use refers to human beings through certain activities, use of land performance to meet their own needs in the process. Land use can be a productive activity, such as planting crops, farm animals, build factories, etc.; also be a non-productive activities, such as the construction of residential, located tourist scenic areas, natural and environmental protection purposes. As land use is not only affected by climate, topography, soils, geology, hydrology land natural traits, but also by the social system, science and technology, traffic conditions, population density and other socio-economic factors, therefore, is not only a natural land-use category, It also belongs to socio-economic context. Land use is not static, it is a dynamic process. Land use, land resources allocation, land use efficiency, with the socio-economic and natural factors changes constantly changing. Goal of this study is based on the fuzzy comprehensive evaluation method, the Wuhan East Lake land use planning programs should be evaluated. According to Wuhan East Lake development and utilization of land and environmental quality status, combined with the socio-economic development overview, select the environmental impact assessment factors. Including the ecological environment, resources and environment, social and economic environment. Combining Wuhan East Lake on environmental quality and the implementation of a land-use planning conditions, in accordance with scientific, comprehensive, operability, practical, dynamic principle, build Wuhan East Lake Land Use Planning Environmental Impact Assessment The index system. To determine the scientific and rational land use and land-use patterns to provide a basis for economic development and environmental protection simultaneously integrated decision-making to provide effective technical support. Scholars to undertake the relevant theoretical results, the paper coordinate economic development and environmental protection objectives, combined Wuhan East Lake land use, economic development, natural and economic basic conditions, the use of fuzzy comprehensive evaluation on the Wuhan East Lake Land Use Planning environmental impact assessment study, the use of multi-factor comprehensive evaluation model, the development of scientific and rational land use types and ways of Wuhan East Lake land use provide a theoretical basis. In this paper, through the application of fuzzy comprehensive evaluation model to analyze land use planning process in planning environmental impact, coordination occurs in the process of social, economic, ecological and other factors contradictions and conflicts between. Scientific and rational choice land use types and land use patterns.
