Abstract


The current environment and resource issues has become severely restricts the sustainable development of economic society all major issues, reform and opening up, our country in three decades of economic development has achieved remarkable achievements, but increasingly fierce environmental pollution has become China’s government guiding social development process of the key topics unavoidable. The current environment and resource issues has become severely restricts the sustainable development of economic society all major issues, reform and opening up, our country in three decades of economic development has achieved remarkable achievements. To solve this problem must effectively protect the ecological environment and rational uses of natural resources, which not only need a technical improvement, renew ideas, more important is need the support of state power. The government in modern society dominated, the government should environmentally responsible in modern society, and it has become common sense. But the government in the face of ecological crisis was shown in execution insufficiency, the management system and the imperfect problem has started restricting Chinese society and realizes the pace of the sustainable development strategy. Therefore, how to comprehensively construct government in the responsibility system, environmental protection of practical system and operation mechanism is our country government needs the realistic problems solved urgently.The Ordos is a resource rich region, but also a weak ecological environment in the area, its rapid development of economy of also pays a huge environmental cost. This paper according to propose, analysis problem, problem-solving basic idea, first from defined responsibility, the government responsibility, the government the concept of ecological responsibility to analyze the government responsibility in environmental protection, concluded that the related theory of the responsibility government in environmental protection; Secondly, in the comprehensive analysis in Ordos basin existing in the economic development on the basis of the environmental problems, based on the related government responsibility perspective brought to the analysis of the causes; Finally, according to the domestic actual situation, improving the government in the environmental protection responsibility countermeasures.
