Abstract


Ecological compensation is due to an adjustment stakeholders or destruction of the ecological environment protection activities and the environmental benefits arising from the distribution of benefits of economic relations, internalization of external costs related to activities of institutional arrangements. Desertification of arable land ecological compensation areas targeted primary role of ecological and environmental protection areas of arable land, mainly in the field of ecological protection is the main responsibility of involving a large number of regional desertification. Lack of ecological compensation system is worsening desertification ecological environment is an important reason. To solve the desertification of arable land area environmental problems, we must establish ecological compensation mechanism, improve the ecological compensation system. Therefore, this study mainly for the following several aspects: First, the domestic and international ecological compensation areas of research and progress were reviewed and summarized, and through ecological projects to achieve ecological compensation problems. Then put forward the main research question, namely farmland ecological compensation stakeholders to determine the compensation standards and compensation issues such as the creation of channels in-depth study. Secondly, the use ARCGIS9.2 DEM data from Naiman extract elevation, slope and aspect information, combined with the topography and soil type on arable land in Naiman suitability evaluation. This evaluation will be highly suitable for the separation, generally suitable, critical suitable and unsuitable land suitable for four different regions, the results of this classification will be determined farmland ecological compensation range of reliable evidence. Third, farmland ecosystem service function value is determined on the basis of ecological compensation standard. Therefore, this article is based land suitability evaluation, the use of equivalent factor method desertification area cultivated ecosystem services value estimates. In this study, to develop farmland ecological compensation mechanism, first proposed the principle of ecological compensation of arable land, arable determined based on this principle of ecological compensation and compensation by Indemnitees and identified farmland ecological compensation standard, namely desertification highest standards of ecological compensation area of ??arable land reached 17,099.4 yuan per hectare, the minimum can not be less than 658.26 yuan per hectare. Eventually developing a long-term and effective supervision and management system for farmland ecological compensation.
