The issue of global warming caused by the increase in greenhouse gas emissions, as well as the need to take the global greenhouse gas emission reduction policies, is not only an environmental problem is a complex socio-economic problems. How reducing greenhouse gas emissions in a cost-effective manner, and how to take effective emission reduction policies in a wide range, which is an important research proposition. Agricultural source of non-carbon dioxide greenhouse gas emissions on climate change can not be ignored. 4th Assessment Report of the Intergovernmental Panel on Climate Change, agriculture is the major source of emissions of greenhouse gases. It is estimated that worldwide methane emissions from agriculture accounted for 50% of the total methane emissions caused by human activities, 60% nitrous oxide. If you do not implement additional agricultural policy, is expected to 2030, the agricultural source of methane and nitrous oxide emissions than in 2005, respectively, an increase of 60% and 35% -60%, Therefore, the agricultural source of non-carbon dioxide greenhouse gas mitigation Less The row has an important role in the control of global climate change. This study is based on this purpose, first build a general equilibrium model of the Chinese agricultural source of non-carbon dioxide greenhouse gas emission reduction and analysis platform for China's agricultural source of non-carbon dioxide greenhouse gas emission reduction. Then build the the 2004-2009 agricultural source of non-carbon dioxide greenhouse gas emissions database. In the above data and models based on the general equilibrium analysis of China's agricultural sources of non-CO2 greenhouse gases. First prediction of the the 2010-2020 agricultural source of non-carbon dioxide greenhouse gas emissions in China, followed by the use of a general equilibrium model of the livestock methane emissions carbon tax as an example to simulate the effect on the carbon tax policy on agricultural source of non-carbon dioxide emission reduction economic impact. Finally, the use of a general equilibrium model technology policy on the effects of agricultural sources of non-carbon dioxide emissions and the impact on the economy the nitrogen fertilizer technical improvements, for example simulated. Drawn on the basis of the simulation conclusions: 1. Agricultural source of non-CO2 greenhouse gas reduction of agricultural source of non-carbon dioxide greenhouse gas emissions can not be ignored, especially methane emissions from livestock and nitrous oxide emissions in future growth significantly. Agricultural sources of non-CO2 greenhouse gas action to quickly produce results, and will play a catalytic role to curb global warming. Our husbandry non-carbon dioxide greenhouse gas tax will play a good saving effect, but will have negative effects on the development of animal husbandry in China. Our husbandry non-carbon dioxide greenhouse gas emissions carbon tax should not be too high, low and moderate carbon tax can play a higher effect on the one hand, in non-CO2 greenhouse gas emission reduction, not go so far as animal husbandry production caused too great a cost pressures. One hand, improvement of nitrogen fertilizer application techniques to reduce agricultural pollution of water resources, on the other hand can be effective in reducing the greenhouse gas emissions of nitrous oxide. But also can promote the development of China's macroeconomic and various sectors of the economy. Finally, conclusions and agricultural production in China of the actual situation on the basis of the recommendations of this article: 1. Publicity efforts to improve all levels of government and the importance of farmers increase agricultural sources of non-CO2 greenhouse gas reduction. Take full advantage of the benefits of agricultural policy, fiscal support policies to promote low-carbon agricultural development for China's agricultural sources of non-CO2 greenhouse gas emission reduction, different for different types of agricultural source of non-carbon dioxide greenhouse gas emission reduction measures. 4 under the current conditions, technical emission reduction in line with the direction of China's agricultural source of non-carbon dioxide greenhouse gas emission reduction. 5. Strengthen technical guidance to farmers, to continuously improve the efficiency in the use of agricultural inputs.
