Abstract


The flower industry , as a green economy , low-carbon economy in the world showing a rapid development momentum . Strong county government to guide and promote reform and opening up to the present , the flower industry in Yanling County has made ??remarkable achievements , create considerable economic and ecological benefits , the flower industry has become the the Yanling economic development of pillar industries . With the transformation of China's economic system , the functions of the government should be corresponding changes occurred . In this new situation , in order to solve the new problems facing the development of flower industry , Yanling county government should further improve their functions in order to better promote the development of the local flower industry , to enhance the strength of the entire county economy . Therefore , this study has important practical significance . In this paper , the authors selected the American scholar Michael Porter 's Diamond theory as the full text of theoretical tools , combined with the knowledge of administrative science and industry economics , exploring the functions of local government in the development of local industries . First, the in theoretical tools revelation , the author proposes the development of flower industry in Yanling County , the government should fulfill the functions of policy guidance functions , functions of overall planning , organization and coordination functions , guidance and service functions , improving demand conditions , functions and oversight functions . Then , on the basis described in the status of the development of the flower industry in Yanling County , Yanling county government in the flower industry in the development of various functions in-depth , detailed analysis , pointed out the problems . Finally , according to the revelation of the diamond theory of industrial development in government functions , combined with China 's government functions at this stage changing requirements and the actual needs of the development of flower industry , and propose specific measures to improve the of Yanling county government in the flower industry functions .
