Abstract


In recent years , Shenyang City, in response to the national policy of revitalizing the old industrial bases in Northeast China , has made remarkable achievements in industrial restructuring and urbanization , but the development of education is relatively backward compared with other sub-provincial cities . The reason is mainly affected by the impact of population structure and the scale of fiscal decentralization , the industrial structure, the level of economic development , fiscal decentralization extent and degree of urbanization and other factors , making education funding shortage , hindering the Shenyang Municipal Education Sustainable development. 15 sub-provincial cities , Shenyang City elementary school , junior high school , vocational school conditions in the lower level , the high school in the lower level , education funding in Shenyang City, only a percentage of GDP came in ninth place . In addition, the population structure of Shenyang City in recent years , the size of the population appear larger , low fertility rates and educational resources appear idle . Shenyang City financial education expenditure structure optimization , but some urban and rural areas , regions and levels of expenditure on structural problems in Shenyang City, the educational aspects , the relevant government departments is required the introduction of a number of policies to ensure the education expenditure structure reasonable optimization in order to adapt to the economy and society of the development and the need to compete in the future . Education from the fiscal point of view , drawing on the theory of government functions , the theory of fiscal spending theory , education, economic theory , public choice theory , and Educational Finance to discuss the problems of fiscal expenditure on education , urban and rural , regional and hierarchy , and this on the basis that the suggestions to optimize the structure of fiscal expenditure on education in Shenyang City . The paper is divided into five parts . The first part of the introduction, mainly on the background of the thesis topics and research purposes and significance ; theoretical analysis of the second part of the fiscal expenditure on education ; development status of the third part of the fiscal expenditure on education and its structure , detailed analysis of the Shenyang City financial education expenditure structure a variety of conditions and advantages ; fourth part from an empirical point of view of the problems that exist in the Shenyang City financial education expenditure structure ; learn of the fifth part of the domestic and foreign financial education expenditure structure ; part VI for the fiscal expenditure on education in Shenyang City structure , put forward the suggestions of the structure of fiscal expenditure on education in Shenyang City .
