Abstract

Since the new rural construction, our government is increasing investment to the countryside, which has greatly improves the rural production conditions, the living standards and the overall agricultural capacity. However, the weak basis of our agricultural and rural development and the residual problems of the old system results in the slowness of rural economic overall development. One of the keys to solve this problem is how to provide the rural public products effectively and increase the supply of coverage. The problem of excessively heavy burden on farmers was solved after the reform of rural taxes and administrative charges, but it may cause the severe scarcity of public goods in village. At present, the supplies of the public goods begin to hinder the development of the country economy and even the national economy.Jilin province is the main marketable grain base in our country which has a large rural population and weak financial strength. It is an urgent task to achieve effective supply of the rural public goods and to further achieve the long-range objective of Construction of a New Socialist Countryside-developing production, affluent life, civilized rural mode, clean and tidy rural environment and democratic management.On the ground of some relative theories of public goods, this paper makes use of quite accurate data to analyze the present state and problems in Jilin province’s public goods supply, combines with the Chinese situation and the province condition and uses the experience of other countries for public goods supplying to set forth the specific suggestions and measures.Since the new rural construction, our government is increasing investment to the countryside, which significantly improved the rural compulsory educational conditions, production and living conditions in rural areas, state of Medicare and Social Security and rural public cultural facilities. It laid a good foundation for building a new socialist countryside. However, from the angle of coordinating urban-rural development and building more prosperous and powerful new countryside, there are some shortages during the process of supply of the public goods. As a whole, firstly, the supplying totals are insufficient which is mainly reflected on the weak of rural elementary education, unbalance of rural medical care and the backward of rural infrastructure development. Secondly, urban-rural supplying proportions are unequal, and the difference is significant, which is mainly reflected on the differences in all kinds of investment and development such as urban-rural education, Medicare and culture. Although each nation has different state of development, we can draw on their successful experience to direct our country’s rural public goods supplying. We could summarize some useful experiences through analyzing of features of rural public production supplies in America, North Korea, Japan, India, etc. Firstly, plural supplying of the public goods is an inevitable trend in developing countries. Secondly, peasants’demand is the important reference data for analyzing the supplying. Lastly, rural public goods supply shows the features of phases and hierarchy.Jilin is a big agricultural province and its economics developed slowly. A heavy burden will be placed on the local governmental finance if it completely relies on the government to provide the rural public goods. Therefore, on the condition of limited capital, to assure that effective supplying of public goods we should take some measures like:firstly, clarify the duties of each rank of government and construct the multiplex supplying system, including establishing a government-centered supplying model, clearing the supplying extend of government at all levels, giving consideration to plural supplying system of rural public production. Secondly, establish an effective requirement and feedback model; improve the decision-making system of supply and demand, including an effective information network and feedback model. Lastly, build and perfect the supervision and safeguard mechanism of the effective supply, including strengthening the supervision of the supplying finance and the supplying process.
