Abstract


Since 2008 , Somali pirates have become increasingly rampant , and attracted attention around the world . Although the United Nations Security Council made ??a number of resolutions to increase the intensity of the fight against Somali pirates , countries have sent warships to escort , but in the Gulf of Aden piracy occurring events still repeated . Therefore, I want to pass to the problem of piracy countermeasures to make some personal recommendations to better address the current problems faced by the countries of the pirates . According to the relevant provisions of international conventions , Pirates sin is a private ship or a private aircraft, crew , crew members or passengers for private purposes , on the high seas or no jurisdiction to another ship or aircraft , or the personnel and property are engaged any illegal violence , detention or predatory behavior . Since 1982 , \Punishment of trouble. Therefore, in order to meet the practical needs of crimes against piracy , to improve the efficiency of punishing the crime of piracy , to strengthen international cooperation to make up for the lack of universal jurisdiction is necessary . To this end , the author firstly the identification and definition of the crime of piracy inadequacies were analyzed after punishing the crime of piracy against the principle of universal jurisdiction and its shortcomings are analyzed. On this basis , the author finally how strong international cooperation in combating piracy put forward their own proposals. This article from the abstract, text and conclusion of which the text includes three chapters: the first chapter of piracy crimes and the crime of piracy principle of universal jurisdiction overview of the concepts and features . The second chapter of the principle of universal jurisdiction for punishing the crime of piracy currently inadequacies were analyzed. Chapter III of the current principle of universal jurisdiction for punishing the crime of piracy inadequacies made ??recommendations to strengthen international cooperation in order to meet the international community to combat piracy needs. And how China and the South China Sea countries on joint cooperation in combating piracy put forward their own proposals.
