Abstract

Price hearing system is a government price departments in shaping, regulating prices of public utilities, public service prices, commodity prices of natural monopolies, the invitation to attend the hearing society actors who, fixed price swap the necessity to demonstrate scientific , to provide a reference for pricing decisions of a legal system. Price opened the hearing system into the mystery of government pricing, with full respect for the public's right to information and participation in decision-making, the price for the government decision-making more scientific and democratic provides more information and evidence. However, the price hearing system in the actual operation, has suffered a series of embarrassing, especially consumer participation in price hearing problems more serious. To address this issue, this paper analyzes the actual case, which leads consumers to participate in price hearing related problems exist, trying to improve consumer participation on price hearing system make some recommendations. This paper is divided into four parts to elaborate. The first part leads consumers to participate in the actual case price hearing problems. First, the price of water in Harbin hearings were reviewed from the tariff hearings consumer representatives at the hearing performance, leads to the presence of consumer representatives to participate in the hearing problems, such as the selection mechanism is unknown consumer representatives, consumer representatives underrepresented, consumer representatives of the professional is not strong. The second part tells consumers to participate in the hearing of the theoretical basis of price and basis. Consumer participation in the theoretical basis of the price hearings are threefold: First, the principles of natural justice; Second, principles of due process; Third, administrative law principles. The third part mainly discusses the current consumer participation in the price hearing problems.
