Abstract


Financial regulation refers to the government through a specific institutional actors on financial transactions carried out some sort of restrictions or regulations. Financial regulation is essentially a connotation and characteristics with specific government regulation behavior. Financial regulation has narrow and broad sense. Narrow financial regulation, the central bank or other financial regulatory authorities in accordance with national laws and regulations for the entire financial sector, including financial institutions and overseeing the implementation of financial services. Generalized financial regulation in the above meanings, but also includes a financial institution's internal controls and audits, industry self-regulatory organizations, the regulation of social intermediary organizations and other content. Integrated world financial sector widespread financial regulation, we can see that financial regulation has deep meaning - to avoid financial market failures and defects. Financial market failures mainly refers to the financial markets inefficient allocation of resources. The financial regulation is mainly devoted to financial market allocation of resources caused by the monopoly or oligopoly, diseconomies of scale and externalities and other issues. Financial regulation attempts to finance an effective way to correct market failures. For 2007 and gradually began to widely expand the U.S. to the world financial crisis and the attendant financial risks and economic ups, United States, Britain, the European Union and other important economic entities are aware of the shortcomings of the previous financial supervision and have taken appropriate reform measures, no doubt to the world financial regulatory system has had a major influence and change. This paper mainly through the introduction of national financial regulation and its regulatory and experience, analysis of the reality of our situation, our regulatory approach put forward relevant regulatory proposals. Overall, this paper describes the content of foreign-related legislation and regulatory mode using existing theoretical research and practical method of combination. Theoretically elucidate start to introduce the development of theoretical achievements abroad then foreign legislative and regulatory realities approach to research. Finally, the reality of our country to make some suggestions on China's regulators. In short, China's financial regulatory reform in the world trend, countries must learn from the valuable experience and for its own characteristics, to take appropriate national conditions of China's financial regulatory system in order to the next round of financial development and economic development of risk aversion, remained healthy.
