Abstract


Building Responsible Government is the value orientation and an important goal of the reform of the administrative system in China since the reform and opening up, the requirements of society and civil government operation. Although the construction of the responsible government achieved certain results, and still continue to improve, but inevitable, is the responsibility of the government, there are still some problems and shortcomings. Many factors that cause these problems, the flaws and imperfections of the system of administrative supervision is very important. This requires the building of responsible government must be matched, a more comprehensive system of administrative supervision, strengthen the supervision of the behavior of the government and its civil servants, and increase the intensity of effective constraints on executive power. In recent years, the powers and responsibilities of unified, play the role of the social subjects of power effective supervision has been recognized by the government and the people generally, and academia have also done some research, a lot more meaningful. These will no doubt solve the real problem of China's system of administrative supervision and improve the building of the responsibility of the government to produce a guiding role in the theoretical and practical levels. The paper is divided into five chapters, the first chapter of administrative supervision and responsibility of government and the basic connotation of the concept, indirectly and directly related to the research status quo of domestic and international administrative supervision and responsibility of government. The second chapter introduces the theory of administrative supervision, the theory related to the sovereignty of the people responsible government, responsible government theory and the theory of \Chapter analysis of administrative supervision status and main issues of responsible government building, the administrative supervision of the country and its lack of responsible government building, and mining shortcomings of the deep-seated reasons. Chapter by choosing Sweden, Singapore and the United States, has a typical and representative national discourse in these countries in the responsibility of the government building in the administrative supervision system and mechanism, comparative analysis of beneficial practices come to these countries on China's administrative supervision system and certain revelation of the responsibility of the government building. Chapter previous analysis problem based on the proposed recommendations to improve administrative oversight responsibility of the government building in different aspects, including building and institutional strengthening of relevant laws and regulations of supervision between the main coordination mechanism, enhance the professional level of supervisory staff and overall quality, increase supervision of social forces.
