Abstract


With the government functions transform from management-oriented to ervice-oriented, and with the implementation of e-government, it brings new problems to the government public information services. That is, the interest conflicts between the various stakeholders of Government Public Information Service has produced. In order not to affect that the Government Public Information Service carry out smoothly, the interest conflicts between the various interests of stakeholders must be coordinated.First of all, according to different roles that played by the stakeholders in the Government Public Information Service, this article divides the stakeholders into three categories:information providers, information users and information service management organizations. Different roles have different interests and needs. And secondly, starting from the perspective of the role-interest, this article in-depth expounds the economic, political, and cultural interests and needs of those three types of stakeholders. Once again, this article analysis and describes the causes and manifestations of conflicts at length, which occurred between the stakeholders that have a direct relationship in Government Public Information Services. The conflict of interest between the stakeholders include conflicts of interest within government agencies, conflicts of interest between government agencies, the conflict of interest between government and users, and conflicts of interest between users. And finally, this article presents the basic path of interest coordination. That is, establishing wholesome lawsuit mechanism of interests, establishing reasonable mechanism of profit distribution, establishing perfect benefit compensation mechanism, establishing rigorous restraint mechanism of interests, and establishing efficient guiding mechanism of interests.
