Abstract


Social development has entered the Internet age, the network as a new media are infiltrated into every aspect of social life, changing our behavior and thinking. The public through the Internet which is a new vector express their feelings on the practical issues, attitudes and opinions to form a network public opinion, the rise and development of network public opinion provides a new platform for the development of democratic politics, becomes an impact new ways of government decision-making and becomes a new communication channel between the Government and the public. Meanwhile, the rapid development of network public opinion has presented new challenges for our image-building of local governments.At present the functions of local governments in China are still in a transition stage, due to lack of modern public management concepts and methods of modern services, the Government inadequately understands the impact of the network, especially in the handling of the network public opinion cases which are the hotspots and focus event of network public opinion that is attention of Internet users, so it looks stretched and has a serious impact on local government’s image. The image of local government reflects the prestige and credibility of the local government force in the public mind, is related to a region’s political stability, economic development and cultural prosperity. Good image of the local government is conducive to establishing government authority, rally the people, strengthen interaction between the government and the public, is conducive to better carry out local government public administration activities, improving administrative efficiency and government performance. Therefore, in the context of the network of public opinion, discussing the image construction of the new local government measures, is of great significance.Firstly, the paper defined the basic meaning of the image of local government and the basic characteristics of local government, respectively analyzed and summarized the different characteristics of local government image under the traditional media and new Internet media. This paper discussed the local government’s positive image building from regional political stability, local economic development, geographical and cultural prosperity and the implementation of government policies.the paper analyzed the main affecting factors the image construction of the Local governments from the media environment, the quality of their local officials and local government’s policy approach of these three aspects in the context of network public opinion. Second, the paper conducted a preliminary analysis and research of network public opinion, explains the meaning and characteristics of the network of public opinion, discussed an important role about the network of public opinion in local government image building and development status and the law of network public opinion. Furthermore, the hot spots event of network public opinion, Chang de City, Hunan Province, "snatching case" case as the starting point and conducted in-depth analysis of cases from the local government response and the media attention to of these two aspects, respectively, summarized and generalized the outstanding problems of Local Government in the context of network public opinion from the transparency of government information and network media using the concept,the network processing power of public opinion and the work style of officials of the four aspects. The paper discussed the root causes of these problems from the conceptual level, service mode, treatment and coping mechanisms. The light of existing problems, this paper proposed series of measures including the innovation management, initiative guidance to deal with both relations reasonably, processes the network popular feelings properly, and effectively improve the image of the local government’s satisfaction in the public mind.
