Abstract


According to the 2006 second national sample survey of persons with disabilities Social Security Leading Group released the latest survey data show that China's disabled population of 8296 people, including people with disabilities in rural areas accounting for Disabled 75.04% of the total population, we can see , our three-quarters of people with disabilities live in rural areas. China in the past the term \First of rural people with disabilities are farmers, they are relative to urban residents vulnerable groups; followed by rural people with disabilities are disabled, they are also vulnerable with respect to the normal population, that rural people with disabilities with respect to sound and urban residents have a dual vulnerable nature. Rural people with disabilities are citizens of our country, they are as vulnerable to a certain extent, affected the country's social stability, so the problem of rural people with disabilities must be subject to government departments and the community's attention. In order to maintain social stability, the basic livelihood of rural people with disabilities to solve problems of rural people with disabilities and improve the social security system becomes necessary. Social security system is to maintain social stability \However, China's rural social security system is not perfect people with disabilities, there are many problems, could not be better for the rural people with disabilities to provide protection. Therefore it is necessary to combine the basic situation of our country, for the specific needs of rural people with disabilities to further improve China's social security system in rural disabled. By reading a lot of literature, combined with the second national sample survey of persons with disabilities, the status of persons with disabilities in various aspects of social security, multi-angle analysis of relevant policy recommendations provide data to support. Western countries also investigated the social security system disabled status and development, on the basis of the comparative study, according to China's specific national conditions, social protection of persons with disabilities proposed rural development ideas. This paper is divided into five chapters, the first chapter papers and social security for the disabled to define meaning. Were introduced on the international and domestic definition of disability and social security, and tells the story of the social security system in rural disabled ideological origins and historical evolution. In this chapter focuses on the particularity of rural people with disabilities, namely rural disabled persons with disabilities with respect to normal and the city has a dual vulnerable nature. The second chapter discusses the social protection of persons with disabilities in rural areas the theoretical basis and practical necessity. This chapter jurisprudence and constitutional discusses two aspects of social security in rural disabled theoretical foundation, combined with the actual analysis of the rural social security disabilities practical necessity. The third chapter introduces the social security system in rural disabled achievements and problems. This chapter first discusses the social security system in rural disabled achievements of persons with disabilities living in rural areas has been improved, but with the development of society, economy raise the level of social protection of persons with disabilities in rural areas there are a lot of issues, including legislation lags behind social support system is imperfect, low coverage of social insurance, social assistance and low standard issue. Fourth chapter introduces the Western developed countries in terms of social security situation of persons with disabilities, and finally through the Western developed countries, people with disabilities Comparative Study of the social security system, combined with the reality of China's rural society, made some for the Perfection of rural disabled social security system in China. In chapter 5, the focus of this article, it is our social security system in rural disabled the problems and learn from Western experience, propose targeted observations and recommendations: improve legislation and improve the social support system, improve social security coverage, improve social assistance standards.
