Abstract


The problem of corruption is a worldwide problem , my party , one of the most intractable problems currently facing . Corruption could not be eradicated in a short period of time , but under the most rigorous system control and reduction . 1970s have corruption rampant , once reached the point of rampant anti- corruption is considered to be an impossible task . With the establishment of the Independent Commission Against Corruption (ICAC) , a large number of corruption cases to be investigated and dealt with many senior officials are falling by the wayside , the Hong Kong community in just a few years to achieve from disorder to rot to Lian historic change , the corruption of the environment has been the world 's acclaim . In recent years , due to the problem of corruption highlights areas of mainland China is also gradually increase its efforts to combat corruption , but in practical work , there are still many drawbacks and limitations , to prevent and combat the effects are still not clear . This paper aims at the Independent Commission Against Corruption (ICAC) of the discipline inspection and supervision organs of China mainland and Hong Kong Special Administrative Region ( SAR ) in the background of the establishment , organization structure , rights responsibilities , institutional guarantees prevention combat comparison study of Hong Kong Independent Commission Against Corruption (ICAC) success in a short period of time to curb corruption experience , and then explore the problems and shortcomings of the discipline inspection and supervision organs of the mainland area combat duties and economic crime , in order to have implications in the future system of institutional reform and the fight against corruption .
