Abstract


After World War Two, the international trading system has been changed from GATT to WTO, and the international monetary and financial system has been changed from Bretton Woods system to multilateral coordination system. Similarly, the international aid system has also experienced from aid competition of East and West system to the Official Development Assistance (ODA) system.ODA has an important position in the international aid system. Its characteristics embody in its official nature, benefits and policy aspects. This thesis will look at Japan’s ODA from the perspective of evolution of its ODA policy.The first chapter is about the general overview of Japan’s ODA from perspective of historical background and theoretical background. The second chapter is about the administration system of Japan’s ODA policy. The third chapter is about the four stages of Japan’s ODA policy in the chronological order. The forth chapter is about the manifestation of evolution of Japan’s ODA policy. The fifth chapter analyzes the intrinsic causes of the evolution of Japan’s ODA policy. The sixth chapter is about the evaluation and prospects of Japan’s ODA policy.
