Abstract


Songjiang, the suburb of Shanghai, has a large population of migrant workers. These workers, in average, who have lower education levels and severely lack working skills, definitely need continuing education. Songjiang Television University (SJTVU), set up by local government, has the special advantages of providing continuing education to migrant workers as well as faces the lacking of local student resources. The exploration of the interactive development mechanism between local TV universities and the continuing education of migrant workers not only has committed the promise of serving the local, dealt with the shortage of student resources and guaranteed the continuing development of the local TV universities, but also has the important implication of upgrading the qualifications of migrant workers and constructing the harmonious society.This paper, on the basis of the theories of labor mobility transference and human resources assets, analyzes the current situation of the continuing education of migrant workers in Songjiang district and the development of SJTVU by adopting the means of literature analyzing, questionnaire survey and interviewing. The paper, on the basis of the necessity and feasibility of providing continuing education to migrant workers, also discusses the problems of current teaching supporting services in local TV universities. Combined with the questionnaire and the interviews with migrant workers and enterprise owners, the paper proposes the suggestions of the interactive development between local universities and migrant workers and preliminarily constructs the mechanism.This paper is divided into five parts:the first part is introduction, defining some core concepts; the second part is literature review, supporting the argumentation of the paper; the third part is the analyzing of the current situation of the continuing education of migrant workers, stating although the education has the advantage of government supporting, aims targeted, high level of students’satisfaction and so on, it exists several problems from different aspects, which include the need of changing the hiring concepts by the enterprises, the narrow content of education, the weak service supporting of the education institutions, the lack of preferential policies and the lack of investigation of the need of continuing education for migrant workers; the fourth part analyzes the current situation and problems of the development of SJTVU by comparing the advantages and disadvantages; the fifth part exemplifies the construction of interactive development mechanism, with the help of recruitment system, university management supporting system, team construction system, model study system, multi-channel cooperation system and other education institutions factors.
