Abstract


With market economy system being improved, school appears not only related management problem further complicated, and also a business problem. school management optimizes the allocation of the existing resources, school operating considers efficiency, it puts forward higher request for school, school must be completed teaching tasks and adapted to social economic development environment, to pursuit benefit maximization. Secondary vocational education serves as local economic construction education, talents cultivated and knowledge communicated are focus on social development and local economic construction, and is closely linked with market, from administrative management to operating management is inevitable, and become an important secondary vocational education practice activities. Schools need to build the image, strengthen quality, establish product operating, construct personnel operating conception, and to improve economic and social benefit.Guangxi is the only coastal and border area in Southwestern China, especially China-Asean free trade area combining department constructed, its has full understanding of their geographical advantages. The central government will establish Guangxi as China coastal economic development and international regional economic cooperation at new level or heights,However, vocational education development faces a golden opportunity. Autonomous regional committee offered to fully develop vocational education, especially vocational education development accelerated is the next stage of strategic focus. Guangxi has completed secondary vocational education tackling tough, strengthened vocational colleges’basic ability construction, and cultivated a large of high qualified professionals. Meanwhile, Guangxi‘s vocational education development is also has many problems, it analyzes Guangxi secondary vocational school characteristic development situation by SWOT analysis, and finds its exist problems. In order to make the secondary school characterizing, adapt to regional economy development requirements, and to analyze Guangxi secondary school development problem has practical and theoretical meaning from operating view, It shifts from school management to new situations operating conception, shifts from traditional administrative management mode to region’s economic social development school operating mode.
