Abstract


External management of college students society play a huge role in reality. It keeps community activities and work in order, help community development and coordination of community conflict. However, rarely studies distinguished between internal management and exterior management. In fact, they are very different management style. So, this article has a good academic and practical value by study exterior management of college students society.Previous studies of the college organization management neglect the study of policy. So, the innovation of this article is the collation of the policy and it’s change in the first part. College society management policy has gone through laissez-faire stage, strict control stage and development stage by the article. Each stage has different reasons for policy at the national and school level. The main reasons are the stage of policy change, political, interests, the communities needs and the change of management philosophy and so on. The characteristic of policy change is path dependence on the whole.This paper analyzes the organizational structure of the university community in the second part. The nature of current organizational structure is intermediary organizations of university authority control with corporatism. It has reduced the conflicts of management and maintains the authority of the universities. However, it also has some problems. The main problem is the "principal-agent " lack of supervision, pay attention to control but neglect service and the department establish unreasonable.This paper analyzes the management functions of the university community by the results of questionnaire In the third part. This article carefully analyzes the daily management and operation of college students society from planning, organizing, leading, control and innovation.This article proposes the suggestion according to the analysis above in the last part. First, the paper comprehensively study how to improve the effectiveness of external management by discussion of "legitimacy" and "reasonableness". Then, this article presents specific recommendations:disintermediation of organizational goals, professional of organizational function and Separation of organizational Structure.
