Abstract


Students with financial difficulties the government subsidy policy is to effectively fulfill the functions of public finance, promoting public service, to achieve a necessary requirement for equalization of education, is deposited into social equity and justice, an important means to promote equity in education, has received widespread attention around the world and attention, he not only related to social justice, justice, harmony, but also to the country’s stability and development, must be seriously and make great efforts to solve the problem.Shaanxi Province non-compulsory students with financial difficulties mainly focus on analysis of policy research funded non-compulsory students with financial difficulties between supply and demand and subsidy policy ideas to carry out sound policy to China’s current funding policy and non-compulsory education funding based on the concept, scientific definition of the meaning of students from economically disadvantaged families, to study its causes, and the integrated use of educational equity and equal opportunities in education theory, theory of new public services, human capital and education, compensation and other cost-sharing and the theory of non-compulsory funding students from poor families policy formulation and implementation of the analysis, the country’s new student financial assistance policies with financial difficulties and problems of implementation were compared and analyzed, the final practice at home and abroad make the current funding related to students with financial difficulties complete subsidy policy response.The article is divided into four parts:The first chapter is the introduction, ChapterⅡis funded by students from poor families the theory and practice, Shaanxi Province, the third chapter is non-compulsory students from poor families finance system status and problem analysis, Shaanxi Province is to improve the non-compulsory students with financial difficulties funding policy countermeasures in ChapterⅣ.The articles in resolving economic difficulties of students from economically disadvantaged families and students with financial difficulties to enhance the ability to simultaneously study two areas, focusing on the economic predicament and comprehensive development of two levels, focusing on holistic school students from poor families in the process of the main problems, seeks to research methods, research content, research theory, and be innovative, have finally settled on the government, society, schools, various policies, measures design, with great practical and innovative. Research projects involving non-compulsory high school education and secondary vocational education, the problems of students from economically disadvantaged families to do a comprehensive study of non-compulsory education, the funding will help build an effective system, with a strong theoretical and practical significance.
