Abstract


Since the decision of "building a team of social workers with a large scale" was put forward in the sixth session of the 16th CPC Central Committee in 2006, some parts of China have started to carry out the work of the construction of "social workers with a large scale" of experimental work. This article analyses the practical process of training social workers in one of the experimental areas, and it is found that the practices of social workers construction symbolize "social work voluntary service". There is close and mutual beneficial relationship between social work and voluntary service. The article studies this phenomenon from the perspective of civil society in L district Henan Province. The following part is the basic framework of this thesis.The first part is the introduction. Based on the background, it firstly shows the significance of this study; following domestic and international literature review about civil society and social work, it explains the basic theory on social work. Finally, the study methods of this thesis have been introduced. It uses questionnaire survey and interview to collect quantitative and qualitative data in field.The second part describes the origin and present status of supportive relationships between social work and voluntary service in detail. The social work construction in L district is carried through volunteer organization. The social work supports the volunteer service by means of providing professional theory and methods. It accomplishes the task of building a team of social workers indirectly by helping the voluntary service in L distinct. Simultaneously, voluntary service offers social and human resources to the development of social work. It also enhances professional authority and promotes professionalisation of social work.The third part is based on relationship between social work and voluntary service. It analyses the reasons of "social work voluntary service" from three aspects, which are political, social and cultural. The political legitimacy and political mobilization from the country is the direct drive for the development of social work. Political dependence leads to a natural cohesion between social work and voluntary service; it is an inevitable choice because the great social needs and community play a significant role in the social construction. The spirit of volunteer work becomes intermediary between social work and the traditional Chinese culture of helping each other.The fourth part is the conclusion and further discussion. It is concluded that "social work voluntary service" is one of the practical strategy of social work localization. The integrated development of social work and voluntary service promotes the construction of social work and civil society in pilot areas. It further puts forward some problems in the pilot area.
