Abstract


1998 housing reform initiated to promote the process of China's housing market, real estate market has brought to power. In the market-oriented process, on the one hand, the living conditions improved, but also effectively support a number of real estate developers, business growth. On the other hand, the housing market to effectively release the housing needs of residents, and promote the real estate prices, the direct result is caused by low-income people housing affordability decline, unable to bear the high housing prices. This problem should have been provided by the Government of affordable housing to be resolved, but in fact, the government is currently providing affordable housing, both in quantity and quality can not meet the housing needs of low-income people. This article is in this context, from the perspective of the government supply of affordable housing problem, this paper considers reasonable supply, supply mode, supply planning and supply sources of funds is to supply the more important issue of content, by addressing each of these aspects can help the government deal with and markets, businesses, low-income people relationships, improve the efficiency of the supply of affordable housing. In this paper, a reasonable supply of part of the introduction of public goods equilibrium theory, analysis of the determinants of supply and reasonable; while supply mode section, combined with housing consumption \and subsidies that want to establish a multi-level supply system to meet the needs of different income groups; supply planning focuses on planning for low-income people living in the affected utility, the improved planning recommendations; funding sources is suggested to promote financial funds market, broaden the sources of funding channels, improve capital efficiency. This paper focuses on the empirical part supply of affordable housing in Shanghai were analyzed Contact theoretical research findings and methods section, first in Shanghai conducted a reasonable supply analysis, the supply of affordable housing in Shanghai in the total housing supply should 30%, and a reasonable supply of the future was predicted; major way in the supply of affordable housing in Shanghai and conducted a survey of public rental housing that can learn from other areas of Shanghai in a multi-level supply system and the strengthening cooperation with business experience; planning in supply, we use questionnaires low-income people in Shanghai siting factors investigated by principal component analysis, low-income people come to Shanghai in comparison to the planning concern four key areas: transportation, basic supporting facilities, ecological environment, comfort and architectural reasonable. Sources of funding, Shanghai funds through BT model improves operational efficiency, the use of loan financing platform to increase the supply of funds, and the introduction of insurance funds and real estate investment trust fund to broaden sources of funding. This paper aims to combine theoretical and empirical way of the supply of affordable housing for more in-depth research for the government in addressing the problem of affordable housing supply to provide practical solutions.
