Abstract


In the current increasingly serious environmental crisis, many countries levy environment tax to protect our environment become the choice of. Foreign environment tax through theory research and practice exploration, has formed the rich content of the tax law system, mainly including pollution tax, resource tax and other taxes and tax measures in favour of environmental protection. Facing the deteriorating ecological environment in our country, in recent years stepped up its efforts to protect the environment, and also levy tax on seven kind of resources, of collecting fees for discharging pollutants on the basis of unit, has obtained the certain effect. But there are still some deficiencies existing environmental protection measures, does not meet the need of sustainable development strategy in our country. This article from the perspective of sustainable development of economics, jurisprudence, and fully demonstrated the environmental taxes to protect the environment, and comprehensive environment tax revenue legal system abroad accumulated practical experience, combined with China's national conditions, this paper puts forward the basic idea of construction of our country environment tax revenue legal system. From tax legislation principles, the elements of the set to each specific set of categories of taxes are introduced in detail, builds the environment tax system suitable for China's national conditions.
