Abstract


With the rapid development of social , economic and technological importance of meteorological services is becoming increasingly prominent. Scientific and objective method to assess the benefits to meteorological services , meteorological sector investment to provide the basis for more targeted improvement and perfection of meteorological services , meteorological department , but also help government departments and the public have a more comprehensive understanding of the meteorological service . Therefore , meteorological services benefit assessment has important theoretical significance and wide range of applications . However, due to the benefits to meteorological services is not easy to determine ownership and the formation of the final effectiveness depends on many factors , so far , the international community has not yet received a more effective , the scientific meteorological services benefit assessment method . Attribute Hierarchical Model ( Attribute Hierarchical Model AHM ) is of Professor Cheng Gansheng in 1997 in the Analytic Hierarchy Process ( Analytic Hierarchy Process AHP ) based on a new Unstructured Decision Making . The study is the first to attribute hierarchical model used in meteorological services effective study . AHM for the first time meteorological services product decisions . Meteorological service product decisions attribute hierarchy , then calculate the weight of the synthesis of the two programs , and FDP product showed that the main meteorological services to better meet the public demand for than conventional meteorological services products . Followed by the first assessment of meteorological disasters AHM . Scores and indicators of property rights on the basis of the establishment of meteorological disaster risk tolerance and control capability evaluation hierarchy , according to weight, affordability and control the ability to sort and analyze the risk of Beijing seven major meteorological disasters . Finally , public weather service survey data according to the three provinces of Jiangsu, Anhui, Zhejiang , AHM and fuzzy comprehensive evaluation of public meteorological service satisfaction evaluation model was first proposed , using a combination of methods of assessment of AHM and Fuzzy Evaluation on public meteorological service satisfaction rating .
