Abstract


With the raising the level of economic growth and urbanization , urban water pollution problems have become increasingly prominent . Large amount of sewage disposal , sewage treatment facilities is a serious shortage of the low rate of the sewage treatment and sewage pipe network penetration is low become a common problem facing public . Domestic and foreign scholars in the field have begun to expand from the social, economic , environmental and institutional level this research . Departure from the industry chain vertical relationships in industrial economics theory , based on the combination of China 's sewage treatment reform instance , open access reform , especially reform of the vertical relationship of the sewage treatment industry chain study . First of all , on the basis of the literature review summarized the theoretical basis of the reform of the sewage treatment industry chain ; Secondly, pointed out the possibility of changing the vertical integration mode : the administrative monopoly serious vertically integrated mode , the industry economically inefficient investment in regional lead to the loss of social welfare and analyzes the reasons of the vertically integrated open access ; Furthermore, with examples that the current sewage treatment industry open access status and shortcomings , and the use of stakeholder theory analysis of open access in the main action , and notes that open access market failure and government failure phenomenon . Finally, learn from foreign experience , put forward the successful completion of the sewage treatment industry open access suggestions .
