Abstract


With China planning environmental impact assessment and sustainable development strategy continues to deepen , closer and closer ties between the two . From the strategic height of regional sustainable development point of view, how the planning environmental impact assessment reasonably determine the level of planning for sustainable development , and by adjusting the plan to achieve regional sustainable development indicators for sustainable development, help the government departments reasonable to regional planning, adjustment and construction, rational allocation of regional resources , enhance regional resource utilization efficiency, reduce regional environmental pollution. From a macro point of view, is to achieve regional social, economic and environmental sustainability of the three coordinate a necessary tool . In recent years , with the planning environmental impact assessment carried out, many scholars in different fields of planning environmental impact assessment index system , regional sustainable development indicators and sustainable development were analyzed , but how will the two -phase combined , and in the planning environmental impact assessment in the analysis and planning of regional sustainable development not yet in-depth study . This paper analyzes the inspection on the basis of relevant literature , combined with planning, planning environmental impact assessment , planning and environmental impact assessment index system of sustainable development indicators system to establish the principle of establishing suitable for analysis and planning environmental impact assessment of sustainable development model, and use AHP analysis and calculation planning environmental impact assessment of sustainable development indicators weights calculated by using the weighted regional sustainable development planning comprehensive evaluation index and determine the sustainability of the planning area , by adjusting the index weights , adjusted benchmark index is planning to provide advice for the environmental impact assessment of regional planning how to reflect regional planning studies provide the basis for sustainable development .
