Abstract


With the socio-economic and technological development as well as human lifestyle changes , human use of the environment , but also to the environment caused by pollution and destruction. Contamination and damage to the environment , in turn harm the people's public health. Environmental issues have become important factors affecting public health . However, China 's environmental health work started late , public health, environmental law systems are not perfect . Therefore, I will analyze the current situation of public health and environmental law relationship , which made perfect environment for our rule of law relating to public health recommendations . For environmental legislation can be introduced in health and disease related factors , the environmental standards focus on caring for people and for formulation . For environmental law enforcement , a clear division of powers and responsibilities of the various departments , increase capital investment to ensure the independence of environmental law enforcement , focusing on the environment to improve the quality of law enforcement officers in order to facilitate legal professional fair, just , but also strictly enforce the law to strengthen the sewage enterprises punishment . Administrative supervision for the environment , the proposed law will be included in monitoring standards of environment and health , and provides specific implementation details , in the human, financial and material resources to ensure the independence of the oversight body , the establishment of mechanisms to encourage active public participation in environmental administrative supervision to explore in protecting the environment and safeguarding public health advantages . Finally , the proposed environmental health damages from the constituent elements and identify methods determining environmental health damages related establishment, litigation environmental health damages determination procedures , environmental pollution caused by public health and other aspects of damages relief system to build security public health system of liability for environmental damage .
