City is the best settlement platform for human being by far. The main contradiction in the development of urban construction is unity of opposites between people and the environment, and the purpose in the city development is to make people living better. With the contradiction between people and the environment, people explore the ideal model of urban development all the time, and urban development concepts are constantly updated.The concept of livable city has been widely recognized among the concept of urban development, since proposed a dozen years ago. This paper reviews the background of the livable city and current livable theories, points that a livable city should be coordinated with people and nature, and a dynamic goal of sustainable development. For now, how to evaluate the city’s livability has become the mainstream of livable research.This paper selects three types of domestic and foreign livable city indicator system, such as the world’s livability ranking by EIU, livable region strategic plan indicator system by GVRD and livable city scientific evaluation index system. Based on the date collection, the paper interprets the three index system in detail from unit, aim, framework to recent results. In view of the difference among economic and social development background in each country and region, diversity of each index system and areas of concern, all of these provide the research space for comparison. The paper first comparatively studies the three index systems on the base of political, economic, environmental and social dimension. Then combined with the current status of economic and social development in China, following the principle of scientificalness, standard, comprehensiveness, dynamic and openness, some suggestions for the further research and development of the livable city scientific evaluation index system by CSUS are put forward, such as level of corruption, GGDP,growth rate of per capita income of urban residents, the size and protection of prohibitions and restrictions on the urban development, attendance rate of community health services, public ownership of vehicles, the proportion of transportation mode by the time on the road, the basic price of commodity housing and public rental housing, the proportion of Public rental housing in the city.
