Abstract


Exit and entry management is part of the national administrative management, is a government of in and out of the borders of their citizens and foreigners to exercise the power of jurisdiction of a legal action. Unlike other administrative affairs, entry and exit management has its own uniqueness, attributes, such as the central powers SheWaiXing, with the police law enforcement functions, etc. Exit and entry administration system in China after decades of development and perfection, has already taken shape, and in safeguarding state sovereignty, security and interests, protect the legitimate rights and interests of entry-exit people, promote national friendly exchanges, has played an important role to crack down on illegal immigration activities, etc. But, as the progress of China's reform and opening up, the current entry and exit management work faces some deep-seated problems highlighted increasingly, especially in the current entry and exit management system is not sound, immigration laws and regulations is not perfect, many drawbacks, such as, serious impact on the efficiency of the exit and entry management and actual effect. To this end, this paper tries to entry and exit management status in China, the reference and draw lessons from other countries and regions based on the advanced legal system, puts forward the ideas of further perfect our country exit and entry administration system.
