Abstract

Chinese scholars are also very concerned about the development of our crew and crew services agencies, in particular the problem of the legal status of the crew service agencies. The crew the healthy development of the market depends on the development of services to the crew, so it is more important to strengthen the research of the the crew services market analysis. Particularly in the government is increasingly concerned about the livelihood of the people of the political environment, how to rationalize the crew service agencies and the crew, and safeguard the legitimate rights and interests of the two in order to stimulate their enthusiasm, so that our country can smoothly join the Maritime Labour Convention, 2006, are extremely urgent. This article consists of three parts. The first part from the intention to improve the legal status of our crew services institutions, analysis of the specific types of classification of our crew and crew services, namely, technical services, agency management, ship manning and self crew of four; second departure from the legislative status quo Introduction crew service agencies, analysis crew service agencies in these four categories of services which the legal status of the types of services combined with the first part of the crew, to arrive at the legal status of the institutions of our crew. Introduction and assess further three different views of the the crew service organizations legal status, these three perspectives were intermediary, employers and mix; third part of our crew service agencies must tend to the legal status of positioning, while to clarify the reasons for such a positioning. I believe that the legal status of the positioning, the paper put forward four proposals in the final. The crew service agencies as a bridge connection and crew employer, the state should pay attention to its management and reasonable position, is necessary to maintain the effective operation of its role as a bridge, but also attach importance to the protection of the rights and interests of the crew, in order to promote the healthy development of the market of our crew .
